Governor Announces Cabinet Change in Human Resource Management

SALT LAKE CITY – Today Governor Gary R. Herbert announced another Cabinet change.  Jeff Herring, executive director of the Department of Human Resource Management (DHRM), has accepted another professional opportunity as the Chief Human Resource Officer for the University of Utah, his beloved alma mater.

“Jeff’s service to the State, to his agency and to the people of Utah is not only commendable; it’s extraordinary. He is as passionate about improving state services, as he is about cheering for his Utes,” said Governor Herbert. “A Cabinet member for three governors, Jeff Herring has clearly demonstrated the leadership and vision that contributed to Utah’s recognition as the Best Managed State by Governing Magazine and the Pew Foundation.”

“It has been my privilege to work with four state governors, and an honor to be a member of Governor Herbert’s cabinet,” said Herring. “Under the Governor’s leadership, DHRM has truly become a national leader in public human resource management.”

A private employment law attorney, Herring joined the State of Utah as in-house counsel for DHRM in 2002 during Governor Michael O. Leavitt’s administration. In 2004, he was appointed executive director of DHRM by Governor Olene Walker.

Herring and his team successfully consolidated human resource functions across the state into a nationally recognized model of shared service delivery through centralized authority and decentralized administration. Another strategic vision lead to the formation of the Employee Resource and Information Center that has helped the state realize workforce efficiency gains, while expanding customer service and improving the management of human resources.

Herring will remain at DHRM through the legislative session. An acting director will be named while a national search is conducted.
