Several National Guard soldiers and airmen, as well as Utah veterans were present for the bill signing. General Jefferson Burton, Col. Gary Harter, Rep. Paul Ray, Rep. Lynn Hemingway and Sen. Gene Davis all spoke.

The governor also presented General Jefferson Burton of the Utah National Guard and Col. Gary Harter, executive director for the Utah Department of Veteran and Military Affairs, with a signed proclamation declaring May “Utah Military Appreciation Month.”
