Paul Garver joined the State of Utah Department of Human Resource Management (DHRM) in June of 2018. Paul brings 20 years of professional experience in business and human resource management to this Executive Director role. Previously, Paul served as Vice President of Human Resources for Smiths Detection Inc. for four years before joining the State of Utah team. While there he focused on developing a performance management culture, increasing employee engagement, developing talent and restructuring the business. Additionally, he worked on developing data-based activities that drove continuous improvement within the company. Prior to Smiths Detection, Paul worked for Honeywell International in a variety of roles, including HR Generalist, HR Manager, and HR Director. His work spanned a multitude of industries including Honeywell’s Aerospace & Defense, Technology Solutions, and Performance Materials & Technology businesses. These assignments took him across the US to include Minneapolis, MN, Charlotte, NC, Phoenix, AZ, Alexandria, VA, and Morristown, NJ before relocating to Edgewood, MD for his assignment with Smiths.
Paul has an Master’s in Business Administration and Bachelor’s in Spanish from Brigham Young University. He also has a Master’s degree specializing in linguistics and worked for Internexus, Inc. setting up and operating language & cultural training facilities in New York City and Salt Lake City before deciding on a career in Human Resources. Paul and his wife Sheri have four children and currently split living time between Provo (on the weekends) and North Salt Lake (during the week). Paul has a passion for US history and thoroughly enjoyed his time on the east coast where he could visit the sites of early US historical significance.
