Amy Andre

State Director of Youth Apprenticeship

Amy Andre serves as Utah's State Director of Youth Apprenticeships, a shared role between the Governor's Office and the Utah System of Higher Education through Talent Ready Utah. She leads the Talent Ready Apprenticeship Connection (TRAC), Utah's state model for youth apprenticeship, which is grounded in the Swiss dual education system; her work centers on expanding TRAC across industries and growing industry-embedded education so students build real skills and credentials inside the companies that need them.

Amy represents Utah in national and international dual education work. She works closely with experts in the Swiss system through CEMETS at ETH Zürich, and she represented Utah as an inaugural state in the U.S. Advanced CEMETS Institute, led by CareerWise and the Richard M. Fairbanks Foundation; that work now continues through the CAP (Career Apprenticeship Pathways) Institute, a national forum for states building employer-led education and training pathways.

Her perspective comes from the employer side of apprenticeship. At Stadler US, Amy helped launch and pilot the first program of what became Utah's youth apprenticeship model, and that experience building an apprenticeship from the ground up continues to guide how she partners with employers today. A Utah native, she is completing a Master of Public Administration at Southern Utah University.
