Utah ranks #1 in fiscal stability (U.S. News and World Report) and #1 in economic outlook (ALEC States), but we’re not settling there. On May 9, 2025, we launched GRIT: Government Reform, Innovation & Transparency — a statewide push to improve efficiency and deliver more results for the people of Utah.
We’re building on what works and fixing what doesn’t. That’s GRIT.
GRIT: Government Reform, Innovation & Transparency
Goal 1. People.
Build a future of health and opportunity for every Utahn.
This work didn’t start today, and it won’t end tomorrow. We’re doubling down on what works, fixing what doesn’t, and making government work better for everyone.
Under Utah’s new GRIT initiative, state government will:
- Empower employees to identify and fix inefficiencies.
- Require each agency to submit at least one improvement project to the Governor’s Office of Planning and Budget (GOPB) by July 1, 2025.
- Participate in collaborative process improvement through an agency-wide network known as EPIC.
- Launch at least one internal efficiency project per division, office, or bureau.
- Establish clear metrics to track cost savings, time savings, and improved service.
- Report results of improvement efforts to GOPB.

Corrections utility cost reduction | Utah Department of Corrections | By rethinking how it buys natural gas, the Utah Department of Corrections is on track to save up to $300,000 every year through new contracts. | $300,000 annually | Ongoing | |
Cutting redundant services at CCE | Utah Cultural & Community Engagement | The Department of Cultural and Community Engagement worked with the Legislature to eliminate a redundant digital library, saving $35,000 annually without reducing service. Users are now directed to the State Archives for the same resources, allowing staff to focus on programs like Book Buzz and interlibrary loans. | $35,000 annually | Complete |
