Rob Carroll

Senior Advisor of Communications

Robert Carroll is Senior Advisor and Communications Director to Utah Governor Spencer Cox, where he oversees statewide media strategy, speechwriting, and public-facing communications. In this role, he leads efforts to shape the Governor’s message, unify state agency outreach, and build public trust through clear, values-driven communications.

Previously, Robert served as Chief of Staff at 47G, Utah’s aerospace and defense industry association. He has also led operations for Google’s Cuba team and built strategic partnerships at Oklo, an advanced nuclear reactor developer. He co-founded Altaport, a software platform advancing the future of aerial logistics and urban air mobility.

Robert holds a degree in Strategy from BYU’s Marriott School of Business and a Master in Public Policy from the Harvard Kennedy School, where his research focused on advanced nuclear energy policy. He lives in Salt Lake City with his wife, Camila.
